Looking at that.

with 256MB RAM, how many Cpanel sites can that hold?
Also, 5Mbit, how fast is that upload wise? 5,000kb/s ? Probibly not, but whatever.
And is it possible to move accounts over?

5mbit == 500kb/s

you should be able to transfer accounts from cpanel to cpanel. and 256 MB of RAM is dependant on how intensive the sites are.

Anything with mysql databases and such will need more ram (at least 512MB). It also depends on how active the sites are. As ChronoCross said, you can move accounts over from another server, even if you dont have root access, you just have to have the individual username/password for the account you want to move.
