I am guessing u meant how to create shell user accts in *nix?
well, if thats what it was: As root, type
adduser <username>
passwd <username>

all done... man adduser for more help on it

it is setup i just want to know howto set it up to BIND the ip to a shell user and no one can use that ip

i don't think you can do it via APF
you'll have to do it manually
