I know I seen this option somewhere on WHM... I dont want my users able to modify their passwords, I want to be able to do it, where do I do this at? I'm pretty sure I seen this somewhere.

control panels suck anyways.. log in via ssh and change passwd.. :P

Don't remember you can disable cpanel user password modification with the default skins that comes with WHM/cPanel.
