cPanel, Bind, rndc and Fedora

Finally fixed the rndc: connect failed: connection refused bug that wouldn't go away with any normal fix.

the named is run chroot but all the config files in chroot are empty :\

I think FDC has changed their installation template, i even encountered a client with same problem..bind being installed in a chroot environment.. Cpanel doesnt like it.. FDC techs reading this: DON'T DO THAT..it will just cause additional work for by reinstalling the OS
