Does fdc provide a easy way to add RDNS for the server ips to allow vhosts. I have used another vps in the past and they had a tool under the control panel to easily add that feature.

No. All RDNS's have to be added by using the helpdesk.

The RDNS can be delegated to the customer upon request so they can modify the DNS themself

You can edit ur DNS in WHM under DNS FUNCTIONS>>EDIT ZONE files
or in ssh, by pico the zone db files found in /var/named/

you tell fdc to delegate your ips to your server so that you have the control to make the changes need to to RDNS (open a ticket with the helpdesk asking to delegate your ip range(make sure you tell them your range))
then under the how-to forum there is a HowTo for RDNS.... or if you cant figure it out message me and i will help you
