cpanel main - ip page

when i go into http://66.90.118.94 it should bring up my cpnael for example like it is in the following link http://207.44.182.7/ but its not doing that its bringing up my clients page. How can i fix this problem? This problem only occured since or after i moved to a irc network..?

You don't just use the ip for cpanel also use hte port: 2086 for main cpanel and 2082 for cpanel for specified accounts
