ip(s) question

I'm interested to buy a dedicated for shell hosting, but i'm not sure about ips.
I understood that ips are free if arin accept to delegate them ... but "hey i need 60 ipv4 for shell hosting" is a good motivation for arin ? :D
If not (quite possible) how can you be a shell provider ? You provide ipv6 connections ? Or i misunderstood anything ?

getting ips hasn't been difficult for me from past experience with FDC. Just tell them its for shell hosting. They never question you back ( least never happ to me, i have abt 25 ip's)
